Lawmakers unhappy at prevailing law and order situation

Motion of thanks on Governor’s speech

Naharlagun, Mar 26: The members of Arunachal Legislative Assembly, cutting across party lines raised serious concerns over the prevailing law and order situation in the state.

The members were taking part in the motion of thanks on the Governor’s address in the eight session of the fifth Legislative Assembly today.

Roing MLA Laeta Umbrey (TMC), said that government has miserably failed in fulfilling the expectations of the people resulting in feeling of insecurity among the citizens.

It has gone to such an extent that Officers are afraid to sit in their offices and keep their mobile phones switched off fearing receiving onslaught of dirty text messages and the   commoners fear to move out of their house after 6 PM, he said.  But the Governor’s address has not reflected the true picture on the present law and order situation, the MLA added.

He advised the Chief Minister to take advantage of his close associations and working experience with successive Chief Ministers to set the house in order.

He said “if actions not are taken, we will be dividing ourselves”.

BJP MLA Tamiyo Taga, went to the extent of saying that after the death of Late Chief Minister Dorjee Khandu, the Govt. was almost non-existent in the state. He said that it had been a year of violence with everyday reports of Govt. and private properties burnt or damaged.

NCP MLA Bamang Felix termed the Governor’s address as a carbon copy of last year’s address with no new additions to it. He took strong exception for missing out the serious issues of refugees and China’s claim over Arunachal Pradesh. The three decades fight of the people of the state under the aegis of AAPSU is brought to naught by Governor’s address, he pointed out.

Predicting that the refugees, particularly Chakmas and Hajongs are poised to create a dangerous situation in the next 50 to 100 years time, he sought a concrete and comprehensive policy on the refugee issue and the claim of China over Arunachal Pradesh.

Nabam Rebia, while apprehending nexus of some people in power with the law breakers, invited all the legislators to be united and fight together  to nip the  menace of anti-social elements in the state.

BJP’s Tamiyo Taga further questioned the Hydro Power policy of the government where the govt is on a MoU signing spree while its party worker are indulging in disrupting the implementation of the projects. Even the MoU of 2700 MW Siang Hydro Power Project signed during January 2006 is yet to take off due to obstacles of party workers of the ruling government. Govt. should come up with a concrete policy on this otherwise the dream of Arunachal becoming a power House of the country will remain a dream for ever, he warned.

Appreciating the initiatives of the Govt. on the tourism sector as reflected in the address including the appointment of young and educated legislators as the Minister and Parliamentary Secretary for tourism dept. and opening of more tourist circuits, Laeta Umbrey said, besides being the hub of employment generation, tourism can be a great source of revenue for the people.

He said that the Govt. needs to be very cautious as it is a very sensitive and delicate sector- a wrong policy decision could hamper the whole tourism sector. He further advised the government to hire tourism professionals to truly develop the tourism sector of the state.

Tamiyo Taga maintained that growth of Tourism is a slow and steady process. But we should be very receptive and warm to the tourists as they do not come to see only the jungles and mountains, he added.

Doimukh MLA, Nabam Rebia, while highlighting the repercussion on the economy of the state because of the ongoing agitation by Anti-Dam activists, said a handful of people led by Akhil Gogoi are taking the entire state of Arunachal Pradesh and Assam to ransom.

Hydro-power is the future of  the state, we can not compromise on it and they can not dictate the govt. of Arunachal Pradesh on its policies on development of Hydro-power, he said. If they have any complaint  with the Central Government or the Power developers they should sort it out amicably without giving any further trouble to the people of the state, the MLA added.

He suggested for relaxation of ILP and RAP to certain extent and engagement of professionals to boost the tourism sector.

While taking part on the issue of education sector,  Tamyo Taga informed that only a single teacher was posted  to one of  the ten primary schools in Payum circle leading to  closure of all the ten schools, while out of the 12 sub centres , 11 sub-centres are non-functional in his constituency for want of Medical officer or para medical staff.

He wondered what the govt was doing to tackle the issue which has bugged almost all the districts in the state.

The MLA also questioned the silence on serious issue of drug menace in Tirap, Changlang and Longding districts in the Governor’s address.

The Legislator also wanted to know the Govt’s stand on Supra state body of Nagaland.

Pasang D Sona while participating at the discussion said that global warming is a serious issue which needs to be addressed. He suggested making use of alternative energy like wind.

J K Panggeng called for Law Commission for separation of judiciary from executive while Tako Dabii said that the international borders are not secured.

He recommended that BSF personnel are stationed at China borders while Assam Riffles man the Myanmar border. He further said that Centre should seriously take forward the dialogue started with NDFB and ULFA as these orgs are creating law and problem in Arunachal.

Proceedings at the Assembly

 

State liabilities: The Planning and Finance Minister Chawna Mein today informed the house that actual liabilities of the state share against various centrally sponsored programme are not available with the Planning department. Responding to a question by Laeta Umbrey, the minister informed that during 2011-12, a total of Rs 23078.77 Lacs was the state share.

HTC Bills: The Food and Civil Supplies Minister Kamlong Mossang informed the house today that a total of Rs 138 Cr Hill Transport Subsidy (HTS) is still pending with the Food Corporation of India (FCI) for the period between 2006-2012.

He said govt is pursuing with the FCI for early clearance of bills. The Minister while responding to a question by Phurpa Tsering regarding payment of pending HTS bill for West Kameng amounting to Rs 4.08 cr, said that since there is no budgetary allocation for the HTS by the state govt, the pending bills would be cleared only after FCI releases the fund. The govt has last year submitted a bill amounting to more than Rs 44 cr for FCI Regional Office, Itanagar for which status report is awaited from the concern authority.

Police recruitment: The Chief Minister Nabam Tuki informed the house that his govt has sanctioned more than 2207 posts for recruitment of Police Personnel in the state including 1004 posts in 4th IRbn and 1000 posts for 5th IRbn. Another 95 posts will be for out posts at Gumto, Kakoi under Papum Pare, Dissing Paso under East Kameng and Tali under Kurung Kumey. The recruitment process will be started after completion of recruitment in Tirap and Changlang which is likely to be completed by April.

Financial irregularity in APDRP and RGGVY: Most MLAs who spoke on the issue of mismanagement of Accelerated Power Development and Reform Programme (APDRP) and Rajiv Gandhi Graeen Vidyutikaran Yojna (RGGVY) refused to  buy the clarification given by the Minister in Charge of RD and Power (electrical) Tanga Byaling that there were no irregularities in implementation of the central programes.

J K Panggeng while insisting that there were irregularities in the implementation of the schemes gave the case details to the government .

Laeta Umbrey called for a departmental enquiry to unearth the whole issue. The Minister insisted that he was unaware of any wrong doing in the implementation while responding to a question by Alo Libang.

Minimum Support Price for farmers: Horticulture and Agriculture Minister Setong Sena said that state government is contemplating  a policy which would address the needs of the farmers in the state and sought the help of the MLAs to come up with a comprehensive policy. He said that despite large-scale farming in the state, the produces have not been upto the expectation till recently. He further said that vans to transport perishable items would be soon launched.  

Zero Hour: During a zero hour discussion today, Finance and PWD Minister said that centre should be serious about the Look East Policy and initiate early action. He said that if the policy is actually implemented, it would help open the traditional border trade.  

Mein said that despite signing of so many MOUs/MOAs, implementation at the ground have not been able to take off as expected. He said that power would be the panacea of all problems in the North East as everyone is set to benefit from it. Citing examples of Sikkim, he said that despite an earthquake of such a huge magnitude, power projects were not affected. He informed the house that Demwe Power project would soon start as it has gotten all the necessary clearance. Takar Marde who initiated the Zero hour discussion, said that state govt should initiate tangible action to build roads without touching Assam so that work progress in power sector is not affected. He said that due to constant road blockades in Assam with regards to transportation of materials meant for power projects, there is an urgent need to find an alternate road from Alipurduar of West Bengal along the foothills of Bhutan Via periphery of Assam to Nechipu Trans National Highway in Arunachal.

KBJ Road: Khonsa-Bogapani-Joypore (KBJ) road will be handed over to the Border Road Organisation. Responding to a question by Kamthok Lowang, the PWD Minister Chawna Mein informed that Rs 100.00 lacs during 2009-2010 was provided under SPA to improve the condition of the road. During 2010, another Rs 200 under SPA was allotted and work is in progress. The Minister said that road work has now been proposed under NLCPR and NEC scheme for double lane standard for which DPR has been submitted to the state’s Secretary Planning for onward submission to Govt of India.

 

 

Financial outreach camp at Kimin

RBI to open branch in Itanagar

ITANAGAR, Mar 26: Reserve Bank of India (RBI) H R Khan today assured to take steps for establishment of RBI branch at Itanagar.

“Steps would be taken for establishment of RBI branch at Itanagar soon while a State Bank of India branch would be opened at Kimin within six month, said Khan while addressing the gathering at the financial outreach camp organized by RBI at Kimin. The proposed RBI branch would be the fourth branch in North East after Shillong and Agartala where the offices are soon to be opened besides the existing one at Guwahati, the Deputy Governor informed.

Khan underlined the importance of widening banking facilities in all parts of the country especially in North-East region in order to enhance the region’s economy and living standard. Terming banking facilities as the most important development medium, he informed that as part of the Platinum Jubilee Celebration of RBI, 21 number of outreach camps have so far been conducted in different parts of North East region including three in Arunachal Pradesh in order to sensitize public about various banking facilities in target areas and bring them under the fold of mainstream banking.

He announced that Arunachal Pradesh Rural Bank would be brought under core banking umbrella soon. Khan also cautioned people against frequent online lottery prize announcements that dupe innocent people and advised people to report such cases to police.

Outlining various innovative schemes launched by banks such as National Electronic Fund Transfer (NEFT) and mobile banking which is likely to pick up in next two-three years in the area, Khan said enhancement of economic standard is a collective endeavour of NABARD and all other banks and in order to achieve this objective RBI along with SBI would make sustained effort in the region. Responding to a question of a villager regarding shortage of coins and change especially in villages, the RBI Deputy Governor clarified that change and coins are running short because of the shortage of currency chest in many areas of the state. The problem can be resolved if some registered associations or societies approach RBI for operating as agents for distribution of change from local currency chests.

Papum Pare Deputy Commissioner Pige Ligu said banking practice in the state is a new thing and appealed RBI authorities to promote similar awareness camps in remote areas of the state. The DC assured to provide infrastructural support including land and building for setting up SBI branch at Kimin and urged RBI Deputy Governor to expedite the proposal.

Speaking on the ombudsman role of RBI, B B  Sangma, Banking Ombudsman, informed the people that it serves a Banking Lokpal and looks into various complaints of customers relating to banking practices including pension matters, interest rates, shortage of coins, demand draft, levying of extra charges etc. He requested the bank customers to register their complaints, if any, and assured that Ombudsman officials would inquire into their cases.

S Marandi, Region Regional Director, RBI, Guwahati, informed that similar awareness camps in the North-East region are being organized from time to time to involve people from remote areas to banking practices and thereby to enhance their economic standard. She assured the RBI would make efforts to re-visit the area in order to promote banking facilities.

Officers from respective banking institutions explained various procedures and facilities provided by them under various categories of schemes and advised the villagers to approach banks with proper documents and schemes for financial assistance in various sectors including agricultural and small scale industries.

Other speakers included R K Garg, Chief Regional Managaer, S N Chaliha, AGM NABARD, V Sridhar and NK Gayon, General Manager, S C Banerjee, Chairman, APRB, RPCD, RBI, Guwahati, Charu Tapio, ASM, Kimin and Nith Talar, Head Gaon Burah. Hundreds of villagers, students and PRI members besides representatives from various banks including Allahabad Bank, ICICI Bank, Axis Bank, Central Bank, APRB, SBI and NABARD and Govt officials participated in the programme. Yanga arrives to rousing welcome

ITANAGAR, Mar 26: Binny Yanga,  Padmashri awardee has arrived here to a rousing welcome by family, friends and well wishers, including T Pertin, director, Trade and Commerce, Kamen Ringu, president, People's Party of Arunachal, Nani Dai, chief editor, Echo of Arunachal, P Deori, director  in-charge  and N. Gohain, assistant director, State Resource Centre (SRC) along with all the staff members of Oju Welfare Association (OWA), SRC and Jan Shikshan Sansthan at her residence at Naharlagun.

Pertin, also general secretary of Arunachal Pradesh Literary Society (APLS) and Rindo Pertin, the youngest APLS member presented a bouquet and khada to Yanga on behalf of the APLS. “With the recognition of her hard work, it is indeed a jubilant day for the OWA family,” Pertin said.

The Padmashri medallion was presented to her by President Pratibha Devi Singh Patil on March 22.  Further, she has also been honored with National Tribal Award by the Ministry of Tribal Affairs on March 20 in recognition of her exemplary community services rendered to the Scheduled Tribes for the year 2011-12.

 

 

Land donors of WR College resent shifting

KHONSA, Mar 26: The land donors and general public of Tirap district have expressed shock and resentment over the news of shifting of the Wangcha Rajkumar College, formerly Tirap Degree College, from its original site Charju about 8 km from Khonsa.

“The sudden decision of the state cabinet for shifting the college without even consulting the people and the generous land donors of Khela, Bunting and Lamsa has pained the people and touched their sentiments. The people are indeed greatly hurt by the decision which is not in the interest of the people at all,” DIPRO reported quoting a signed reports received from public and land donors.

It may be recalled that the land for establishment of the Wangcha Rajkumar College at Charju was donated free of cost by the villagers of Khela, Bunting and Lamsa from their prime agriculture land in the supreme interest of the people of Tirap district.

In fact, the entire episode of frequently shifting the college from it original site has been done clandestinely without the knowledge of the poor land donors.  First it was shifted to Deomali without assigning any reason and now, we hear that the college is being shifted out somewhere else without consulting the public. This will be a great mistake on the part of the government as it is not in the interest of the public. The decision if indeed taken then it has been done in haste and will have a serious repercussion.

“We, therefore implore the government to rethink and retain the said college at Charju wherein lots of infrastructure had already been created. It will be a colossal waste if the created infrastructure for the college is not utilized for the purpose it was meant for,” the report added. DIPR

 

 

March--A month of trepidation for engineers

ITANAGAR, Mar 26: When spring comes, birds start singing, flowers bloom and bees buzz around beckoning “March”-- the all important month among all.

Apart from the nature, the festivity can also be noticed among the people who invest certain amount and wait for bill.

But it does not go well for all, especially to among few departmental engineers and their family members. They pass the whole month with the fear of physical assault and mental torture.

To them, March is no longer a month of festivity rather it is a month of frustration and anxiety.

Most of the engineers’ families face mental trauma as officialdom reaches their drawing rooms in this month turning it into a temporary court room for argument.

This shocking fact was revealed by none other than former Home Minister Takar Marde on the floor of the ongoing Legislative Assembly session.

While expressing concern over the safety of engineers’ family at the fag end of financial month, he informed the house that the house of the Hydro Power Chief Engineer was ransacked by some miscreants and pressure is being mounted on the CE’s family by miscreants.

It is said that trepidation to engineers and their family comes as an unwanted bonus along with this month.

Now the logical question is, “what quality of work can be expected from the engineers in such situation?

According to sources, many such similar incidents are happening across the state, many of which go unreported due to obvious reasons.

 

 

ZPM exhorts women folk to take up weaving, horti-agri activities

CHANGLANG, Mar 26: Arunachal Vikash Parishad (AVP) Changlang district unit organized a two days Women Conference at DIET auditorium here on March 21 and 22.

Attending the conference, Changlang North ZPM Marina Kenglang exhorted the womenfolk of the district to take up weaving and handloom, horticulture, agriculture and other farming activities in addition to their day-to-day house-hold works to improve their economic status. She elaborated on the role of PRIs in rural area development.

Pinna Kitnal Muklom Singpho, Secretary Arunachal Pradesh Youth Congress, East Arunachal Pradesh advised the womenfolk to be good women and good mothers. She also spoke on the role of women in the society.

Resource persons Hira Devi and Phulmai Swargyari from Assam, K. Tungkhang, CDPO Khonsa, Dr. M. Khimhun, DTO Changlang, T. Techi, BDO Khimyang delivered inspiring lectures on women and child health care,  education, women empowerment, self-help group (SHG) and awareness against various diseases like TB, HIV/AIDS, Diarrhea, personal hygiene and safe drinking water.

Organizing Secretary AVP B K Dubey dwelt at length on the activities undertaken by AVP while Dr. D Techai, president AVP Changlang district, explained  the role of AVP which is also known as ‘Vanvasi Kalyan Ashram’ in other states of the country.

Clad in traditional attire, the women took out a procession in Changlang township on March 22. Over 200 women participants from 16 villages of three administrative circles, namely, Yatdam, Khimyang and Changlang attended the conference.

 

 

Workshop on Business Register and Local Bodies Account

ITANAGAR, Mar 26: A district level meeting cum workshop under TFC grant on maintenance of ‘Business Register and Local Bodies Account’ was conducted at Multipurpose Hall at Hayuliang today.

Attending the programme, T R Tapu, Circle Officer, in-charge District Statistical Officer, Anjaw informed the participants about the importance of Business Register and Local Bodies Account - a new concept of the state government to prepare and maintain Business Register in each district. He appealed all the enterprises and establishments for their co-operation for effective implementation of the new scheme.

Resource persons from North Eastern Development & Finance Cooperation Ltd. (NEDFi), Guwahati AK Bezbaruah and Abhishek Baruah explained about the concept of Business Register and Local Bodies Account through a PowerPoint presentation.

Bezbaruah informed that it would benefit the scholars as well as in preparing proper economic planning. He also informed that it will be mandatory for the enterprises and establishments to register themselves under the scheme, without which no license would be issued.

R K Borthakur, ADC, Hayuliang said that Business Register and Local Bodies Account will provide an easy and quick data on the economic activities of the people in the district. He appealed the participants and the officials of the statistical department to learn the guidelines thoroughly for effective registration and maintenance of the registers.

 

Faculty of Basic Science win VC Trophy

ITANAGAR, Mar 26: The Faculty of Basic Science won the VC Trophy defeating Faculty of Environmental Science by 7 wickets in final at Rajiv Gandhi University playground today.

Rakesh Sahani of Faculty of Basic Science was adjudged the “Man of the Tournament” and “Man of the Match. Rajiv Gandhi University, Vice Chancellor Prof. David R Syiemlieh while expressing happiness over the sportsmanship spirit among the students wished to see such tournaments where students could explore their hidden talents in the years to come.

He advised the students to get involved with other co-curricular activities beside their academic studies.

Rajiv Gandhi University Student Union president urged the authority concerned to provide basic coaching to the players saying that if trained properly, the players could go beyond the state level competitions.

 

KVK conducts training for farmers on agri & allied sector

ITANAGAR, Mar 26: An awareness cum multi-disciplinary training programme on Agriculture and allied sectors was organized by Krishi Vigyan Kendra (KVK) Papum Pare on March 24 at Barum-I, Yupia.

Altogether 25 women farmers from various farmers’ clubs, including Megab Farmers Club, Henyir Farmers Club, Mejw Farmers Club attended the programme.

The farmers were taught about vermicompost technology with demonstration. Video shows on vermicompost as bio-fertilizers and drudgery reduction of farm women in farm operation were screened before the farmers. The subject matter specialists interacted with the farmers and  responded to the farmers’ queries on matters related to disease and pest management of orange and rice.

The farmers were also trained on cat fish farming and breeding technology through video show.

 

Association demands

ITANAGAR, Mar 26: All Capital Complex Unemployment Youth Association (ACCUYA) appealed the state government to sanction fund for construction of boundary wall of  Polo Park, Naharlagun.

In a memorandum to the Principal Chief Conservator of Forest today, the Association said the park is being encroached due to lackadaisical attitude of the authorities concerned.

 

CRPF distributes study materials

ITANAGAR, Mar 26: 138 Bn Central Reserve Police Force (CRPF) today distributed various study and sports materials to the children of Government Middle School, G-Sector, Naharlagun under its Civic Action Programme. The second-in-command of the 138 CRPF Bn, Rajmukut Kerketta emphasized on the importance of such civic action plan to improve public-police relation. Capital DC Onit Panyang appealed the CRPF to continue such programmes for the benefit of students.

 

IEC prog on Total Sanitation Campaign

ITANAGAR, Mar 26: Sun Land Society (SLS) under the aegis of PHED, Yupia division has conducted Information, Education and Communication (IEC) programme on Total Sanitation Campaign at Gumto village today.

Highlighting the objective of the IEC,SLS chairman Daniel Teli advised the stakeholders to shoulder responsibility and spread awareness on the need of safe drinking water and maintaining health and sanitation.

Anchal Chairperson Nabam Vijoy advised the people to take steps for protection and conservation of drinking water sources.

Emchi ASM Nabam Taba, senior citizen Tana Chada, GBs and  people of Emchi and Gumto Panchayat have taken part in  the programme.

Earlier, the SLS conducted such campaign at Banderdewa wherein  GPMs of Karsingsa and Banderdewa had submitted a list for Individual Household Latrines (IHHL) to the Society for  submission to the PHE department.

 

Tree plantation prog by EPS

ITANAGAR, Mar 26:  The Environmental Protection Society (EPS) planted over 900 saplings in and around the VKV campus situated at Kitpi village of Tawang in a mass plantation drive conducted on March 25 and 26.

Saplings of different varieties were provided by the DFO.

Kicking off the plantation drive, Tawang Deputy Commissioner Kemo Lollen briefed the importance of trees for clean environment.

SP Tawang SN Mosobi also attended the programme along with the deputy director of Research Tsewang Norbu.

EPS also plans to carry out more such plantation programmes in days to come.

 

Assault condemned

ITANAGAR, Mar 26: The People Movement of Siang Dibang and Lohit (PMSDL) demanded the administration and state police for immediate arrest of the culprit(s) involved in the alleged physical assault on Chief Engineer, Hydro Power Lipe Ete and his family members at his private residence recently.

While condemning the act, PMSDL demanded the state Govt. to shift the Chief Engineer Eastern Zone offices of all departments to Eastern Parliamentary Zone for effecting and smooth functioning.

 

Union applauds  Govt decision

ITANAGAR, Mar 26: All East Siang District Students’ Union (AESDSU) welcomed the passage of Bill in the on-going Legislative Assembly session to establish the State University at JN College, Pasighat.

“It as a dream comes true. With the passage of the Bill, the state has attained an important phase in the development of education sector,“ AESDSU said in a release.

“In fact, the bill has relieved many students, who did not manage to pursue higher education due to non-availability of seats in Rajiv Gandhi University, the lone university of the state. It was a long pending demand of the union to upgrade the JN College to a state university which found mention in the AAPSU’s charter of demands,” the release added.

 

SBF to oppose mega dam

ITANAGAR, Mar 26: Siang Bachao Federation (SBF), formerly known as Anti-Mega Dam Federation, in a meeting yesterday regretted over non-reflection of Aalo town in the list of cadastral survey by maintaining Aalo as non-affected area, which entitled no risk-cover for future damages.

The meeting attended by representatives from various organizations, including Dam Affected Peoples Forum of Sirit-Siyom,  Voluntary Arunachal Sena (VAS), Keak Youth Club (KYC), Volunteer Peoples Democratic Unions Rights (VPDUR), Nyiko Bachao Forum (NBF), and Social Reforms and Anti-Corruptions Activists Association (SRAAA) discussed the pros and cons of constructions of mega dam over Siang River and its impacts on local people.

The meeting unanimously resolved, among others, to safeguard the future of Siang valley by opposing mega dam, to organize awareness programme at village and sector-wise from time to time to educate the people about social, environmental, geographical ill-effects of building mega dams.

 

Enquiry committee on WTP

SEPPA, Mar 26: East Kameng Deputy Commissioner Tope Bam today constituted a seven-member inquiry committee to investigate into the alleged failure in executing Rs 9.18 crore Water Treatment Plant (WTP) and its factual position at Seppa.  The committee was formed following  a complaint  lodged by All East Kameng Students Union (AEKSU)  with the district administration regarding WTP project implementation.  The DC also directed the Executive Engineer PHED Seppa to make detailed project report available to enquiry committee.

State of urban children

UNICEF’s annual flagship publication, ‘The State of the World’s Children 2012' , says that almost half the world’s children now live in urban areas, and it’s calling for greater emphasis on identifying and meeting their needs.

Traditionally, families and children moved to cities in search of better opportunities, but most urban growth now seems to be the result of children being born to parents who already live in a city. And services aren’t keeping up with this growth. Increasingly people are being born into existing urban environments, and what is alarming  is that, for far too many children, those environments are extremely harsh,” says an observer.

The report calls attention to the lack of data on conditions in slums, particularly as it relates to children, and it calls for a deeper understanding of the issues surrounding poverty and inequality in cities and increased political will to improve the lives of the most marginalized.

'The State of the World’s Children 2012: Children in an Urban World' notes that the very children and families who are excluded from the opportunities of urban life can come up with improvements that benefit everyone.

RGU and interview

Dear Editor,

The administrative system in Rajiv Gandhi University is completely rotten. Delay in exam results became it’s habit, the recent advertisement was the most expensive and disturbing. For one post, four forms with documents were asked to submit, correspondence address was asked just for fun as the admit cards has to be collected from the university, those who have no relative in Itanagar had to face the consequence for applying for the post.

Yet another interesting story is that, admit card was dispatched on March 21 and some of the interviews were on March 24-25.

The question is what about those applicants who are staying in central India, south India etc, since all of them can’t afford air fare, and even if they can, all the places do not have direct flight to Guwahati or Itanagar.

They will need atleast one week to reach Itanagar. If the admit card was to be dispatched late, at least the University should have publicized the interview date at least one week earlier from the date of interview. Because of their attitude now many of the aspiring applicants will not be able to attend the interview.

Or is it because the university has its own chosen applicants who are already in the station?

Preserve the sanctity of the IG Park

Dear Editor,

We would like to express our dismay and displeasure over the pitiable condition of public parks in the state Capital and lack of appropriate measures to protect environment.

Anti-Pollution laws are enacted with a view to protect and preserve the environment for future generation. But non-enforcement of such important laws or violation of several legal provisions of anti-pollution laws not only adversely affect the day today life of the human being and other living creatures, it also often results in ecological imbalance and degradation of environment. It is also legal right and duty of public and individuals to protect environment for future generation. Therefore, people should not only protect the environment but also ensure that Anti-Pollution laws are strictly enforced. If need arise, they can also take the help of legal forum.

Fortunately, in India, the people’s response to ecological crises has been very positive. In certain cases they have formed the pressure group and exert influence on the government to take decision on certain developmental project only after making proper environment impact assessment.

There  are a good number of parks including children park, IG park and the Polo Park both in Naharlagun and Itanagar but no children parks are found in twin Capital cities today and the Polo Park at Naharlagun has vanished due to rampant earth cutting and encroachment. Surprisingly, no bold steps have been taken by the authorities concerned to save Govt land from the encroachers.

The Indira Gandhi Park is the only green zone situated in the heart of the state Capital and construction of Convention Hall will create environment hazard for the people of Capital including children. Instead of a convention hall, the state Govt. should give emphasis more on upgrading IG Park with recreational facilities for children, senior citizens and also provides round the clock police patrolling within the park area to prevent antisocial activities.

The Park has already lost its charm due to lack of maintenance and construction of convention hall will further deteriorate the environment of the park.

Therefore, some organizations including Arunachal Law Students Union (ALSU) is constantly opposing  construction of Conventional Hall in IG Park, they are not opposing any other ongoing developmental activities of the state Govt. Rather, it welcomes all round development including construction Conventional Hall in any other place within the Capital Complex.  We back the demand of ALSU and request other organization to support it.

Save I G Park

Dear Editor,

I would like to request the higher authorities of the state to take immediate step to prevent illegal encroachment in I G Park in the state Capital.

The IG Park, which is the heart of the Capital Complex and an important place for various purposes, is now shrinking gradually due to rampant encroachment.

Therefore, I appeal the Govt, administrations and NGOs to work together for preservation of this valuable asset of the state.

We need to save tortoise

Dear Editor,

Tortoises are found in some parts of the Siang Valley in Arunachal Pradesh. Unfortunately  they are facing nearing extinction  now due to rampant hunting by the fishermen for its delicious meat.

Moreover, destruction of tortoise nests during breeding season has largely affected the growth of tortoise population.

According to Wildlife Protection Act, killing of tortoise is a criminal offence. But rampant killing of tortoise is still going on due to lack of awareness among the people on the need of preserving such species.

Therefore, I sincerely request the Chief Wildlife Warden to take some steps to sensitise the people on Wildlife Protection Act  and  take drastic action against the killer of  such wonderful species.

Dear Editor,

The graphical escalation in the bike accidents is serious concern in the capital complex. The youths in our state are intensely exuberant and undoubtedly all are Singhams, but youthfulness can’t be wasted by being victims of accidents. Rather, we can mobilise our energy and spirit for other fructifying endeavour. In spite of innumerable bike disasters, still the accelerator of bike remains high.

Nevertheless, I personally urge all the youths to be a decent bike rider because life is above all.
