Lawmakers unhappy at prevailing law and order situation
Motion of thanks on Governor’s speech
Naharlagun, Mar 26: The members of Arunachal Legislative Assembly, cutting across party lines raised serious concerns over the prevailing law and order situation in the state.
The members were taking part in the motion of thanks on the Governor’s address in the eight session of the fifth Legislative Assembly today.
Roing MLA Laeta Umbrey (TMC), said that government has miserably failed in fulfilling the expectations of the people resulting in feeling of insecurity among the citizens.
It has gone to such an extent that Officers are afraid to sit in their offices and keep their mobile phones switched off fearing receiving onslaught of dirty text messages and the commoners fear to move out of their house after 6 PM, he said. But the Governor’s address has not reflected the true picture on the present law and order situation, the MLA added.
He advised the Chief Minister to take advantage of his close associations and working experience with successive Chief Ministers to set the house in order.
He said “if actions not are taken, we will be dividing ourselves”.

Appreciating the initiatives of the Govt. on the tourism sector as reflected in the address including the appointment of young and educated legislators as the Minister and Parliamentary Secretary for tourism dept. and opening of more tourist circuits, Laeta Umbrey said, besides being the hub of employment generation, tourism can be a great source of revenue for the people.

State liabilities: The Planning and Finance Minister Chawna Mein today informed the
house that actual liabilities of the state share against various centrally sponsored
programme are not available with the Planning department. Responding to a question
by Laeta Umbrey, the minister informed that during 2011-
HTC Bills: The Food and Civil Supplies Minister Kamlong Mossang informed the house
today that a total of Rs 138 Cr Hill Transport Subsidy (HTS) is still pending with
the Food Corporation of India (FCI) for the period between 2006-
He said govt is pursuing with the FCI for early clearance of bills. The Minister while responding to a question by Phurpa Tsering regarding payment of pending HTS bill for West Kameng amounting to Rs 4.08 cr, said that since there is no budgetary allocation for the HTS by the state govt, the pending bills would be cleared only after FCI releases the fund. The govt has last year submitted a bill amounting to more than Rs 44 cr for FCI Regional Office, Itanagar for which status report is awaited from the concern authority.
Police recruitment: The Chief Minister Nabam Tuki informed the house that his govt has sanctioned more than 2207 posts for recruitment of Police Personnel in the state including 1004 posts in 4th IRbn and 1000 posts for 5th IRbn. Another 95 posts will be for out posts at Gumto, Kakoi under Papum Pare, Dissing Paso under East Kameng and Tali under Kurung Kumey. The recruitment process will be started after completion of recruitment in Tirap and Changlang which is likely to be completed by April.
Financial irregularity in APDRP and RGGVY: Most MLAs who spoke on the issue of mismanagement of Accelerated Power Development and Reform Programme (APDRP) and Rajiv Gandhi Graeen Vidyutikaran Yojna (RGGVY) refused to buy the clarification given by the Minister in Charge of RD and Power (electrical) Tanga Byaling that there were no irregularities in implementation of the central programes.

RBI to open branch in Itanagar
ITANAGAR, Mar 26: Reserve Bank of India (RBI) H R Khan today assured to take steps for establishment of RBI branch at Itanagar.
“Steps would be taken for establishment of RBI branch at Itanagar soon while a State Bank of India branch would be opened at Kimin within six month, said Khan while addressing the gathering at the financial outreach camp organized by RBI at Kimin. The proposed RBI branch would be the fourth branch in North East after Shillong and Agartala where the offices are soon to be opened besides the existing one at Guwahati, the Deputy Governor informed.

Land donors of WR College resent shifting
KHONSA, Mar 26: The land donors and general public of Tirap district have expressed shock and resentment over the news of shifting of the Wangcha Rajkumar College, formerly Tirap Degree College, from its original site Charju about 8 km from Khonsa.
“The sudden decision of the state cabinet for shifting the college without even consulting the people and the generous land donors of Khela, Bunting and Lamsa has pained the people and touched their sentiments. The people are indeed greatly hurt by the decision which is not in the interest of the people at all,” DIPRO reported quoting a signed reports received from public and land donors.
It may be recalled that the land for establishment of the Wangcha Rajkumar College at Charju was donated free of cost by the villagers of Khela, Bunting and Lamsa from their prime agriculture land in the supreme interest of the people of Tirap district.
In fact, the entire episode of frequently shifting the college from it original site has been done clandestinely without the knowledge of the poor land donors. First it was shifted to Deomali without assigning any reason and now, we hear that the college is being shifted out somewhere else without consulting the public. This will be a great mistake on the part of the government as it is not in the interest of the public. The decision if indeed taken then it has been done in haste and will have a serious repercussion.
“We, therefore implore the government to rethink and retain the said college at Charju wherein lots of infrastructure had already been created. It will be a colossal waste if the created infrastructure for the college is not utilized for the purpose it was meant for,” the report added. DIPR

But it does not go well for all, especially to among few departmental engineers and their family members. They pass the whole month with the fear of physical assault and mental torture.
To them, March is no longer a month of festivity rather it is a month of frustration and anxiety.
Most of the engineers’ families face mental trauma as officialdom reaches their drawing rooms in this month turning it into a temporary court room for argument.
This shocking fact was revealed by none other than former Home Minister Takar Marde on the floor of the ongoing Legislative Assembly session.
While expressing concern over the safety of engineers’ family at the fag end of financial month, he informed the house that the house of the Hydro Power Chief Engineer was ransacked by some miscreants and pressure is being mounted on the CE’s family by miscreants.
It is said that trepidation to engineers and their family comes as an unwanted bonus along with this month.
Now the logical question is, “what quality of work can be expected from the engineers in such situation?
According to sources, many such similar incidents are happening across the state, many of which go unreported due to obvious reasons.

Tree plantation prog by EPS
ITANAGAR, Mar 26: The Environmental Protection Society (EPS) planted over 900 saplings in and around the VKV campus situated at Kitpi village of Tawang in a mass plantation drive conducted on March 25 and 26.
Saplings of different varieties were provided by the DFO.
Kicking off the plantation drive, Tawang Deputy Commissioner Kemo Lollen briefed the importance of trees for clean environment.
SP Tawang SN Mosobi also attended the programme along with the deputy director of Research Tsewang Norbu.

State of urban children
UNICEF’s annual flagship publication, ‘The State of the World’s Children 2012' , says that almost half the world’s children now live in urban areas, and it’s calling for greater emphasis on identifying and meeting their needs.
Traditionally, families and children moved to cities in search of better opportunities, but most urban growth now seems to be the result of children being born to parents who already live in a city. And services aren’t keeping up with this growth. Increasingly people are being born into existing urban environments, and what is alarming is that, for far too many children, those environments are extremely harsh,” says an observer.
The report calls attention to the lack of data on conditions in slums, particularly as it relates to children, and it calls for a deeper understanding of the issues surrounding poverty and inequality in cities and increased political will to improve the lives of the most marginalized.
'The State of the World’s Children 2012: Children in an Urban World' notes that the very children and families who are excluded from the opportunities of urban life can come up with improvements that benefit everyone.

The administrative system in Rajiv Gandhi University is completely rotten. Delay in exam results became it’s habit, the recent advertisement was the most expensive and disturbing. For one post, four forms with documents were asked to submit, correspondence address was asked just for fun as the admit cards has to be collected from the university, those who have no relative in Itanagar had to face the consequence for applying for the post.
Yet another interesting story is that, admit card was dispatched on March 21 and
some of the interviews were on March 24-
The question is what about those applicants who are staying in central India, south India etc, since all of them can’t afford air fare, and even if they can, all the places do not have direct flight to Guwahati or Itanagar.
They will need atleast one week to reach Itanagar. If the admit card was to be dispatched late, at least the University should have publicized the interview date at least one week earlier from the date of interview. Because of their attitude now many of the aspiring applicants will not be able to attend the interview.
Or is it because the university has its own chosen applicants who are already in the station?

Preserve the sanctity of the IG Park
Dear Editor,
We would like to express our dismay and displeasure over the pitiable condition of public parks in the state Capital and lack of appropriate measures to protect environment.

Fortunately, in India, the people’s response to ecological crises has been very positive. In certain cases they have formed the pressure group and exert influence on the government to take decision on certain developmental project only after making proper environment impact assessment.
There are a good number of parks including children park, IG park and the Polo Park both in Naharlagun and Itanagar but no children parks are found in twin Capital cities today and the Polo Park at Naharlagun has vanished due to rampant earth cutting and encroachment. Surprisingly, no bold steps have been taken by the authorities concerned to save Govt land from the encroachers.
The Indira Gandhi Park is the only green zone situated in the heart of the state Capital and construction of Convention Hall will create environment hazard for the people of Capital including children. Instead of a convention hall, the state Govt. should give emphasis more on upgrading IG Park with recreational facilities for children, senior citizens and also provides round the clock police patrolling within the park area to prevent antisocial activities.
The Park has already lost its charm due to lack of maintenance and construction of convention hall will further deteriorate the environment of the park.
Therefore, some organizations including Arunachal Law Students Union (ALSU) is constantly opposing construction of Conventional Hall in IG Park, they are not opposing any other ongoing developmental activities of the state Govt. Rather, it welcomes all round development including construction Conventional Hall in any other place within the Capital Complex. We back the demand of ALSU and request other organization to support it.

Save I G Park
Dear Editor,
I would like to request the higher authorities of the state to take immediate step to prevent illegal encroachment in I G Park in the state Capital.
The IG Park, which is the heart of the Capital Complex and an important place for various purposes, is now shrinking gradually due to rampant encroachment.

We need to save tortoise
Dear Editor,
Tortoises are found in some parts of the Siang Valley in Arunachal Pradesh. Unfortunately they are facing nearing extinction now due to rampant hunting by the fishermen for its delicious meat.
Moreover, destruction of tortoise nests during breeding season has largely affected the growth of tortoise population.
According to Wildlife Protection Act, killing of tortoise is a criminal offence. But rampant killing of tortoise is still going on due to lack of awareness among the people on the need of preserving such species.
Therefore, I sincerely request the Chief Wildlife Warden to take some steps to sensitise the people on Wildlife Protection Act and take drastic action against the killer of such wonderful species.

Dear Editor,
The graphical escalation in the bike accidents is serious concern in the capital complex. The youths in our state are intensely exuberant and undoubtedly all are Singhams, but youthfulness can’t be wasted by being victims of accidents. Rather, we can mobilise our energy and spirit for other fructifying endeavour. In spite of innumerable bike disasters, still the accelerator of bike remains high.
Nevertheless, I personally urge all the youths to be a decent bike rider because life is above all.
